 when i go to camp levi dryden isnt there i though he appear even if you dont have the DLC Wardens Keep, If i buy wardens keep he appears? or i have to create a new character?

Huh?

He's there only if you have the DLC installed and enabled. When you install and it's enabled, he'll show up in DAO. You aren't required to start a new game.
