there are 2 possible scenarios for your demand:
1.) they seperate there dev team into a pc fraction and a console fraction. so that means they have to split there team which results in more dev time needed = more money
2.) they dev the game entirly for pc first and "dumb" it down later. this wouldn't cost anything extra for the pc game, but the extra costs here come from the extended testing and dumbing down so that console players can also play the game.
so until you have a solution to this problem which doesn't result in extra costs, then there isn't really a point here. if bioware could have made the game much greater for pc gamers, with the same costs they now have, without pissing of the console gamers, why wouldn't they have done that?
as mentioned many times here, it comes down to dev time / money. if bioware would have had more dev time then sure they could have focused more on the pc (allthough i think they would have spent there extra time on new levels first)
