Imoen's skill is at 70 and it fails pretty much every time I try to use it.

If I can remember, the game factors in whether she's directly in front of peoples' line of sight, if she's actually in shadows or not etc. 70 is quite good, have you tried testing it at night time?

If someone can see her when she tries to hide she will automatically fail. If she is in full sunlight she is highly likely to fail even at 70 (don't know the exact effect, but I think hiding in sunlight will carry a penalty of at least 50). To improve her chances significantly use shadows, e.g. from rocks or trees. Even better hide at night or underground.

Isn't the chances of being detected also a function of the thief's Move Silently score? I think it's the average of the two scores that count. So, if Immy has MS=30, say, then 70+30 is effectively 50; add some sunlight, and you are going to be detected.
It's lucky that most of the monsters have a lousy sense of smell - except for dragons and demi-liches - since the party must stink like hell most of the time, and thieves lack a Mask Stench ability score. Too bad the stores don't sell Channel #5 potions for dragon scouting. Posted Image

It is indeed the average of the two scores. I had interpreted the OP as having both at 70, but I agree that might well have been my poor assumption.

I see. Wow, there are way too many thief skills to get by on just one thief, it would seem.

That's certainly the case in BG1 and even SoA, but you should be able to cover all the skills by ToB if you have a standard thief. Of the skills, open locks, find traps, set traps and detect illusion all need scores of only 100. Pick pockets and the 2 stealth skills should be higher, but make sure you don't go over 255 as the score will then wrap around to 0!

Cool. I appreciate all the pointers by the way, I'd like to finally complete these games and all the tips from you and the others are helping immensely. I made it through BG1 ONCE, but other than that have had little success with the series.

You can definitely get by in SOA with 1 or even 1/2 a thief in party (multiclass). The only real skills you NEED are locks and find traps and even locks can be Knock'd or bashed. Traps can be found with spells, although not disarmed. If you're solo and are part mage, you can get away with letting traps hit you since you can protect with spells and low saving throws.

all the rest of thief skills and abilities (his and ms for backstab and scouting, lay traps, detect illusions, etc) is all play style.

Most of the traps in the normal game can be by-passed by walking at the edge... no exp that way.

You don't need more than one thief in the party unless the thief is a Dual-class from a thief to another class and they dualed too early (like Imoen or Nalia).

If your main class is a thief or a multi-class you'll have so many thieving points to spend you won't know where to place them later in the game.

Earlier in the game it seems like you don't have enough so you need to prioritize what you want to do. Almost everyone does find trap/open lock first with some points into hide in shadows if they want to backstab sooner rather than later.

Like Windfoot says, find traps and open locks are prioritized by most people, as they are the most useful. In BG1, you might opt for several people in your party who each specialize in one or more skills. You might get Imoen assisted for instance by Coran (both thief and excellent archer), a Bard like Garrick or Eldoth (they can pickpocket) and if backstabbing is not your thing, rangers can do the scouting (they hide but don't backstab, unless they're a Stalker).

Skills I completely ignore in BG1 are set traps and detect illusion. But they're might be people who do use setting traps in BG1? You'll get a good opportunity to try out trapsetting with an npc you will encounter at the start of BG2, I have never set a trap myself before that time.
