I think reinforcement or restriction means he was either using it to enchance his blood magic (reinforcement), since that's what the item did, or a personal temptation he knew was dangerous or against the Qun and that he shouldn't use (restriction), which he only kept as a test of will.

I read it as "intended this for Hawke." Otherwise, should it have said "Saarebas used this?" I dunno.
If it's "intended" for Saarebas, what you have said makes sense and is a really cool interpretation. I like the idea of keeping a temptation on hand. (In theory. In practice, an open packet of Tim Tims is gone in an hour in my house.)
If it means "What was Saarebas' intention when giving it to Hawke....." I feel like I'm missing something obvious. Has it somehow been protecting Saarebas? How does bolstering your blood magic restrict you? It suggests to me that it might have a different effect on Hawke? Or, like you say, Saarebas never used it but thought Hawke could.
(And, if its such a secret, I want to know where it has come from.)
