Why would you assume that? And it's a bad thing because everything will be hasted then and the game will just be stupid.

just enable cheat keys and ctrl+J yourself across the screen. Unless you're jumping to avoid an encounter, it's not even really cheating, just speeding things up without jacking around with frame rates and other universal game settings.

For example, after I'm done with the unseeing eye quest and have to give back the rod, I jump all over the place using ctrl+j rather than have to wait for the characters to walk through areas with nothing left to happen.

Make sure that the party is not encumbered, if that is the case you will see messages that they are slowed.
If you don't see such messages then there is a frame rate problem.

I'm not assuming that, but suggesting it as a way to speed up the action.  I always play at 60 and find the standard 30 unbearably slow now.  Personally I make intensive use of the pause button in battles, which means the faster speed is not really an issue.  If you are trying to play without using the pause button I agree that you need the game to be much slower.

Reticent and Gurk have the spirit of it. :)

I've also cast Haste just to get across an empty map a little faster, broken off romances because they were interrupting me too often, and avoided characters that I knew had long, boring unwanted quests attached to them.

I think the OP was trying to set up a humorous thread, not complain about anything.

when you rest all the time because you don't want to go back to town for buying some heal potions.

when you reload when ambushed in the hope of avoiding it next try, because you don't feel like spending time fighting it (that's what I sometimes do in BG1, though it seems in BG2 ambushes are unavoidable, once they pop up, they pop up every time you try the same map-jump).

When soloing as fighters, I tend to pay for heals at temples rather than resting just so I don't trigger the irenicus cutscenes. Though eventually, I will have to rest when the fatigue penalties really start stacking up. Wish there was a spell to remove the drawbacks of lack of sleep. :(

I think there is a potion for that. At least Icewind dale 1 have it

Even a regular party isn't going to have access to Wish until very late in the game.

But there is a component in BGTweaks: "Faster cutscenes and dreams".

When you don't pick up items you can sell (magic) or use (potions, arrows, etc) because you are to lazy for doing room in the inventory.
