Well, BestBuy refuses to ship to PR, Gamestop doesn't list their payment options (at least nowhere I could find without going through the whole process of placing an order), and for whatever retarded reason the Origin store defaults me to Spain when Puerto Rico counts as US.
Shame there are so few options to get the CE online.

As for Sweden I also found it as Webhallen, 699 SEK for PC

It seems that ME3 Collector's Edition is a GAME/Gamestation exclusive in the UK.
When you go to:

be sure to select United Kingdom in the upper right corner.
It only shows Origin/GAME as preorder options.
I also contacted ShopTo and I asked them whether they'll have ME3 Collector's edition and here's the answer I got:

For all swedes that are wondering: Gamestop and GAMES (which are the biggest game retailers in Swe as far as I know myself^^ ) have the Collector's Edition up for pre-order!
So I'm proud to announce that I've now pre-ordered the CE. Only 146 days left until the wait is over... x)
Also, something that might interest the rest of you: according to a gamestop employee I talked with for quite a while you'll recive some minor bonuses - in the fashion of the terminus armor in ME2 - only available if you pre-order at gamestop. He wouldn't tell me exactly what this bonus would be (I bet he didn't know the specifics himself), only that it would as said be in the same fashion as the terminus armor.

Someone asked this question directly to EA some time ago and it appears the CE will be announced for Holland in oktober's Firstlook - whatever that is. Supposedly this takes place early october so that means we should be seeing the ME3 CE in Holland any day now.

I wish ppl would stop feuding over this "cancel pre-order" thing.
If someone cancels their pre-order, its their choice! Let them! If someone doesnt choose to cancel their pre order same thing!
I can see why ppl choose to cancel their pre order though, hearing multiplayer will be in Mass Effect 3 is like hearing every sandwich you'll ever eat again will have a turd in it. BUT my personal opinion would be to wait a bit before doing anything too drastic. As painful as multi sounds, they only just "officially" annouced it yesterday. And theres still a good 5-6 months before tha game even comes out so theres lots of room to make changes.(theres even a poll under this comment if you want to check it out) So dont worry guys, it may turn out to be a good thing. To me it does so far, we even get to play it solo. Besides, what if you do turn out to like it, maybe love it, but since you cancelled your pre order you miss out on C.E and bonuses?
But in the end, its your decision.
Btw is anyone still upset they didnt make a "uber" edition? That would've been so beautifully awesome..... :<

I remember years ago when people predicted that in the future they'll sell games in pieces: you can buy only the SP part, or only the MP part, or ofcourse both. It was suppose to boost sales because usually palyers who likes one seriously dislikes the other. I for example realy like the SP part, the campain mode, and I find that in games with MP the SP is usually realy underdeveloped. I'm not judging playstyles, just saying that SP and MP gamers are very different, and when you try to make a sandwich the SP gamers are usually the one to get the shaft. I can tell from experience that there were plenty of games that I was interested in, but didn't buy when I found out they contained MP. Not simply because it contained something I wasn't interested in (I never played MP, and not planing to. It's not because I'm anti-social, I socialize plenty in real life and in MMO's.), but also because I knew that the SP aspect, the part I was interested in, was heavily diluted because of it.
