With movies I think a lot of it has to do with distribution costs as well as audience trends in different markets, among other factors.
With things like games? Probably just one of those weird regional quirks. But maybe there's an actual reason.
That said, I pre-ordered up my copy of the Collector's Edition not too long ago. Which is pretty rare for me. I almost never bother to pre-order games, let alone Collector's Editions. But for Mass Effect, I am powerless.

Like in the US, new video game retail launches are on Tuesday, and the most important video game launch periods are right before spring break, summer vacation, and Thanksgiving. March 6th is the last Tuesday before the start of the spring break season, which makes it magical.

I've pretty much decided to get the digital deluxe version. I'm not pre-ordering just yet. Like I've said, I'll keep my fingers crossed hoping that they would release it on Steam. I do know that I basically loose by doing that since physical version costs the same but I don't need those trinkets. My desk is already a big ugly mess and I don't really have room for anything useless.

Ok ive looked it up for you and i can confirm that Gamestation.co.uk do deliver to Slovenia (or however you spell it lol)
As its a european delivery this is the info on the cost of delivery:

Slovenia is in the list of european countries that they deliver to. As for that one store i think itll be the standard edition as on the official Mass Effect 3 page there isnt any store listed to sell the CE in Slovenia that i can find.

Hmm im not too sure but ive never known a console game to be more expensive than the pc version on release date. my suggestion to that wud be to look up their customer services number and call them to ask. when i asked one of their managers it was actually a friend of mine and he knows i only go for the pc versions so he didnt really tell me about console prices.

yeah i did check that, in fact gamestation's international shipping costs aren't that bad.....only £2.95 per order to european countries yet other sites wud charge way more than that so its nothing to moan about really when companies here can charge double that for local deliveries sometimes.
