My best guess is that Shepard always carries some omni-gel around with him, which he then uses to craft a momentary blade protruding from the omni-tool, whenever he needs it. I'm guessing that the glow is from the omni-tool defining the shape for Shepard, and the actual blade is a strong, clear synthetic material, which makes it look like a holographic blade, but it's actually made of a hard composite that's instantaneously formed from omni-gel (or another material).
That's the best explanation.
Edit: Also, would make sense from a lore perspective. The tech armor, otoh, is just nonsense.

The fact it's not actually a solid object explains how easily it penetrates armour... Then it probably discharges some sort of electric shock that burns the target nervous system, perfect one hit kill...

Your explanation also makes perfect sense for Tech Armor. It creates a hardened omni-gel construction suspended by mass effect field, like a combat drone except immobile. Alternatively, it suspends a non-Newtonian fluid in a mass effect field like Grunt's Fortification ability.
Anybody who doesn't find the omni-blade acceptable hasn't been paying attention.
