Kai Leng is probably going to be in the game, but I highly doubt he's an LI. Given that he's Cerberus and a ruthless killer, he'll probably be a lesser villain like Benezia or something.

Kai Leng sounds more like Morinth in personality than Jack, though. Jack is just a big ball of misplaced angst and rage, whereas Kai Leng sounds like a true sociopath (granted, this is second-hand since I've never read the books). I mentioned Cerberus because it's much more of a sticking point this time than it was in ME2.

But yes, OT.

I wonder if that monocle thing on Vega is just another hastily added piece of headgear for the appearance pack or if he's got a bionic eye or something.

I dunno. There's plenty of 'borderline sociopaths' as LIs in BW games. (until you crack the center and they're not sociopathic completely but merely "misunderstood". Lang wouldn't be any different in that case. He was just waiting for the right person to crack him.) 

Because Cerberus is probably (well many cells anyway) indoctrinated. As long as he avoids the indoctrination trap I don't see why he couldn't be a squaddie. Especially if you gave Cerberus the base. I could see TIM giving him to Shep as an apology and a safety measure to keep Shep safe. (assuming TIM isn't indoctrinated as well).

Woa... I get changing hairstyle drastically (hey, people change their hair all the time) but the face looks nothing at all like original Kaidan.... I mean NOTHING... he must have had massive reconstructive surgery to change his appearance for an undercover spectre mission or something

Erm, that's no drawing. That's in-game render (Observe the texturing on the armor around the collar and feet).

No, that is most certainly concept art. The colors and lines don't match up with graphics. As you said, the face. That face is not a render. Look at the knees - too flat. Add to that we have seen the Kaidan render already and it looks nothing like that. 

EDIT: Wait - are we talking about Kaidan or Vega? Vegas a render.

The face looks nothing like Kaidan, and the haircut is different. It's more of a fauxhawk as apposed to the pompadour. It's James Vega.

It's Kaidan. Why? Because it has the spectre sysmle on it.<_<

looks like concept design for Kaidan, judging by the similarities to the screenshot with Shepard and Liara, complete with a spectre symbol on the chest and shoulder that's currently being blocked off by smaller pic of CE armor.

This is the best I can do for now, it's not much but it is a little clearer & bigger. 
I'm sure there are others who can do 100x better.
