Okay, for a slightly more concerted contribution to this discussion. Seems like the "Spectre on holiday" theory has been discounted, and thankfully nobody decided to seriously take up on my "brainwashed" theory, may I suggest another?
Essentially, people change over time, especially if there are stimuli that encourage such changes. That's a proven fact. It's been two years since Mass Effect 1 to Mass Effect 2, and probably also considerable amount of time from the end of Mass Effect 2 to Mass Effect 3, as in that time span Ashley was promoted to Lieutenant and then became a Spectre.
Maybe something happened over course of that time span, something that at first changed her as person inside - remember, we never really got to know her as person two years on in her rather brief Mass Effect 2 cameo. Maybe that change continued to accumulate after Mass Effect 2, until it starts to reflect externally as well, in her fashion sense, her choice of clothes, her habits, etc. Maybe it's a reflection of her new needs, new motivations, new perspective on things. That could be interesting.
Is that more plausible? I think so. Yes! (Pumps fist) Bioware devs should take notes.
