On Sur'kesh, Adrenaline Rush's cooldown lasts about 6 seconds, and what looks like concussive blast has a cooldown of maybe 2 seconds?

I thought powers were gonna be relatively unchanged from Mass Effect 2.

Anyone else notice this?
