It certainly isn't the Salarian councilor. Come on, guys, the councilor was voiced by Armin Shimerman - He was Quark, he was Principal Snyder! He sounds totally different.

Kirrahe's voice is higher in pitch. Plus, the way the voice in the trailer says it is eerily reminiscent of K'sad Ishan and Vigil.Cancer Puppet wrote...
The voice at the end of the trailer saying "We need a plan to stop them." Is definitely the same VA as Capt. Kirrahe. Is it the same character though...who knows?
EDIT: Plus, why would Kirrahe be in the trailer anyway? He's a minor character that stopped being relevant to anything after Virmire. Doubleplus, in most people's playthroughs he is dead. It would make more sense for a mission-centric prothean character to say that line, no matter how stupid people seems to think that idea is.
