I installed NWN on my netbook (running on Windows 7 Starter) and everything is working fine. However, when I change nwn.ini to include:
[Display Options]
Disable Intro Movies=1
the movies are disabled like they should be but when the menu shows up, it doesn't react to my mouse-clicks and I have to abort NWN. If I delete the line again, everything is working as before and the menu is clickable again. Any idea what could cause NWN/W7 to behave that way?
My apologies for not posting any detailed system specs, I don't know them off the top of my head and can't look right now ...

I have the same issue if I boot to nwn.exe with the movies disabled, instead of nwmain.exe.
For me, if I click on the screen, press alt, then click on it again, the game responds for me. I'm not sure why that works for me, but I'm also using win 7l, so it might for you as well.

I'm running the game directly from nwmain.exe and still have this issue but you're advice was spot on: Pressing "ALT" did the trick for me, too. Weird. Anyway, thanks a lot for your help! 
EDIT:
Following a suggestion by HipMaestro, I ran nwmain.exe in "Windows XP (Service Pack 3)" compatibility mode and that fully resolved the issue once and for all, no need to press "ALT" anymore.
