Are you supposed to choose one or the other? ie at the beginning.
I see that there is now no provision to swap weapons sets.

Their respective ability trees are weapon type-exclusive, but beyond that, you can use all the rest of the abilities with either.
As for why they took out quick swap, your guess is as good as mine.

You can swap using inventory screen mid combat, but yes you are pretty much meant to choose.
There is nothing stopping you from avoiding heavy investment into a specific tree though, and swapping back and forth as you feel. Many skills are useful to both in the general trees.
I believe there may be a mod that allows for swap weapon sets, but don't quote me on that.

Thanks a lot, I was trying to set up my Rogue to use bow and daggers but felt my player was weakened by this specialization.
I think it is crazy to have so much "stuff" only permissable by the player's char. esp early on in the game.

I have played 2 rogues - one on normal for my first playthrough, the other on Nightmare for my current playthrough. For both, I dabbled in dual wielding. It sure is fun - backstabbing, auto-attacking with Unforgiving Chain before releasing a can of whup-ass with an Explosive Strike. However, I keep on hitting brick walls where I would ultimately have to spec out of DW and pick up a bow.
For any tough fight, even a non-Elite Boss, being an archer is far better because it's just so much safer. Yeah, DW is fun, but dying isn't. With an archer it just takes longer for you to aggro enemies because you're out of the melee, and once you do you can just stealth or drop a decoy and it's back to plinking.
With DW, you're right in the thick of it so you are far more likely to aggro, and even after you've evaded and stealthed, you have to go right back into the melee and risk aggroing. Not to mention the enemies that have an insanely powerful AOE effect centred on them that makes melee a suicidal proposition for a non-warrior.
And ultimately, for the elite bosses like ARW or high dragon, you simply have no choice but to pick up a bow unless you want to risk a party wipe by overstraining Anders' already sharply limited healing resources (compared to Wynne in DA: O).
You don't even have to pick up any Archery tree talents to be an effective archer. Assassin tree gives you all the activated talents that you need.
