I found one BIOEngine.ini fix online.

But there is an issue. Textures take a long time to load, Diolog starts late, and ends early.. the game froze.

The audio still stuttered and skipped as it started late and ended early. But not as often and the freezing was gone. I could of made a mistake with the first fix.
MinOggVorbisDurationGame, so I searched it and found newer games using
MinOggVorbisDurationGame=5. I changed that value and the issue seemed to be improved, but It could be coincidence.
I've also tried changing bDisablePhysXHardwareSupport=FALSE to TRUE. Seems to lessen how often it happens.
Let me know if anybody knows anything that helps this issue.
I'm going to try a reinstall.
