The logic says only your LI will return as a permanent squadmate (if alive) + Liara (see:plot armor) + Ash/Kaidan + Vega + 4 or 5 new squadmates which either were unknown or were not playable in me1&2. At least this is what Cassey Hudson anticipated in gametrailers.
Total would be 8-9 squadmates.
*crosses fingers*
Well, they've pretty much confirmed Garrus and Tali as permanent squadmates, regardless of LI status (assuming of course they survived ME2)

I'm not opposed to them as a culture and some of them have proven to be quite socialable with humans and other species.
The guy from Bring Down the Sky, Cafka, the sick Batarian on Omega and the Batarian holding Daniel captive all are quite reasonable people if you handle the situation with a little tact.
And then there was Garrus' Batarian friend as well.
I really never "got" people who wanted a Batarian, but, recently, I've decided it wouldn't be THAT bad of an idea.
