Could just be a placeholder for his voice.

P.S. Mordin's voice actor in the demo was Mark Meer.

That was not a batarian.

Would be a lot cooler if it was. :P

In the gameplay trailer, when Shepard, Mordin, etc. were attempting to rescue the Krogan princess, you can hear a Batarian warn Shepard of the incoming Atlas. Most likely this Batarian is on the Normandy because... where on Sur'Kesh would it make sense for him to be, with sensor access and the ability to track Shepard's progress?

Now normally, I'd say "well this probably indicates he's not a squaddie, because we've never had squaddies on the radio chatter if they weren't in the mission before." However, we hear Ashley when Shepard is escaping from Earth as he and Anderson try to contact the Normandy. So at the very least, a Batarian is cooperating with Shepard and is most likely allowed access to the Normandy. But since I don't forsee anyone replacing Joker or EDI and mechanics/janitors/security officers on the Normandy don't normally chime in on secure lines, he's probably a squaddie.

Anyway, as for the the locations of the voices in the video:

4:54 Batarian speaks

9:13 Ashley speaks

I was already confirmed to be Wrex by Casey Hudson.

in your dream. that's never happened. batarians never help ally. they are always enemies. it's ust common sense. if you finished arrival DLC, they will never be ally. trust me.

No, not the exact same voice, sounds like a placeholder for Wrex though. But *not* a Batarian either, as stated by Brenon Holmes.

I was under the impression it was a placeholder for Wrex. I suppose it could be James Vega though. From what we've seen in the alternate appearance art, Vega could have a Krogan-esque voice lol; dude is huge.

Batarians will never help humans during the Reaper threat, they are unwilling Allies to the Reapers, indocernication(sp?) seems to have that effect.

But ill go with the people who say its Prothean Squaddie, everyone wants one :D

That was just the Mark Meer Krogan voice cause in that footage they didn't have all the voices for all the characters so that was Mark Meer doing Wrex's or some other Krogans voice (probably Wrex's though)

EDIT: It could be another person doing the placeholder voice but still I'd assume its Mark Meer, he's an excellent voice actor. He voiced the Vorcha too...
