They're the REAPERS. Semi-organic sapient constructs. They can probably communicate without the need to broadcast their verbal banter across the whole planet, right? It's just unsubtle, that's all.

They're giant machines at least three times the size of the Destiny Ascension, the largest ship in the Citadel fleet, intent on wiping out all organic life in the galaxy. Do they really NEED subtlety?

Hey come on now, They do try to sneak when they do cycles.They try very hard to not make their prescense known.

That's irrelevant, they're preemptive by nature. It just seems wrong that they communicate like that. I hope it's just indoctrination/random intimidation method.

No it's just really weird to me, using vocal signals is pretty... limiting, and opens you to possible vulnerabilities regarding your ability to coordinate with allies.
