"Perverted" is often just a synonym for "fun", only that it´s used by people who oppose fun.

As for the personality, that is another question... I still haven't experienced the Illusive Man first-hand yet (I finally got around to installing the game but not playing it beyond a few minutes); in any case I shall be paying especial regard to it now with that question in mind :P
