Having some issues with Varric. First and foremost, his stam management is terrible. I have respecced him 5 times now and still cannot seem to find a solution. I am trying to keep his cunning up high enough for lock picking and traps, but it appears is greatly hindering his health and stam by doing so. I have pretty much cut down his abilities to only elite and higher ranked enemies to try to figure it out, but, he still seems to blow throw it in seconds so when it matters, I cannot seem to be able to use goad/armistice without downing a stam pot every time.
I am currently level 13 (?). I even specced in to all speed increases and the stam regen though basic attacks trying in an attempt to increase his stam regen, but that seems to be making little difference. Is that broken? His speed should be insane with everything he has now and figured that regen would be massive with all of it.
He is sitting around 30 dex, 30 cunn, 15 Wis and 15 cons. It seems that when I drop below 30 cunning, I can't open any chests, and with dex this low, I will do little damage going lower.
Any advice would be greatly appreciated.

Check Baby's tactics thread, I'm guessing there's an optimal goad/armisitce technique there also. Generally these skills are not to be spammed all the time as they cut into your dps, you want to use them when they will actually make a difference.
It would help if you actually show what tactics you're using for it and say what you want to achieve with them.

As mentioned, I stated trying to use goad when it mattered the most and being out of stam. There is no goad tactic, I only use it manually when needed, which is not often at all, but, when I need it, he never has stam. My AoEs are only used on groups of 3+ for explosive, and 5+ for Hail of Arrows. Most of the rest are set to only be used on elites and higher ranked mobs, so he is pretty much shooting bolts, using pinning shot and using Armistice when enemies are on Anders and that's pretty much it.
When an elite pops though, he blows through stam in about 4 seconds. No other companion or character of mine has this issue, even with using everything they have on an elite, they don't blow through stam in 4 seconds.
So here is the issue...he has speed and Bianca's song on. This leaves him with 98 stam. Add up the three major single target shots...80 stam.
Am I wrong in using Bianca's Song?

I think the main issue in your setup is using all those abilities.
I'm not sure if it's different for different difficulties (heh) but generally speaking hail of arrows, kickback and rhyming triplet aren't very necessary/useful. As you sort of pointed out, they use up a considerable amount of stamina. If you have him setup up right his auto-attacks will provide all the single target dps you need and if you only pinning shot elites/archer's lance brittles/explosive arrow groups you shouldn't burn through quite as much stamina
If you've invested in follow-through there isn't much else you can do besides maybe get items which increase his stamina pool size/regen
I think that you could potentially also shift all the points out of constitution (as he doesn't really need it) but then again I don't put any points into willpower so I'm not sure what's going on in your case.

Took this advice, respecced him and two other party members to have better cross class combos and his stam management is much better. I was hitting elites so hard stam didn't even begin to be a problem. Will be curious to see how it goes on a boss. How many stam pots do you all typically go through on varric for a boss? More than 1 or 2?

I hardly ever use stamina potions really (I sell them off before I can use them). Might need to later on for my DW rogue but otherwise my warrior-hawke killed things fast enough to never run low, my mage used bloodmagic, and I don't really care much about my companions haha. If you finish fights fast enough your talents hardly have time to cool-down let alone drain your stamina.
The only times I use stamina potions is in the Arishok duel for my warrior (nobody to kill) and maybe on Varric in the longer fights.
In the case of Varric it was probably more to do with me pumping no willpower and stacking heaps of mutually exclusive sustains (speed, precision). This meant that unless I got him to chug potions he wouldn't be able to archer's lance all the brittle targets in fights like the gauntlet.
Now that you can no longer stack exclusive sustains I think that stamina won't be as much as a problem- even against bosses.
Anyhow I just remembered another thing you can use to help up Varric/your whole party's regen if you're still having problems. Get a warrior with rally (upgraded will help even more). Besides conveying useful things like 10%damage/25%crit damage it gives the whole party besides that warrior +600mana/stamina regen.
+600stamina regen=6.2% of other warrior/rogue's total stamina every second
+600mana regen=6.3% of mage's total mana every second

No problems what-so-ever anymore. stam never runs out on him with the sustain/cross combo only tactics.
AFK, my warrior is just nuts. I always liked the rogue classes, but after experiencing how insane the warrior was, I find it hard to want to play anything else now. Kill elites so fast they are dead in the blink of an eye, and, I can tank/solo pretty much any boss with him too without any issues at all. It's an amazing class.
I finally pried myself away from the warrior to get my rogue to level 5 today. haha
