This is the explanation that I'm hoping for.  At the very least, I'd like to get an Alliance officer's dress uniform as one of the casual outfits on the Normandy.  After all, we got one with the Cerberus logo on it in ME2.

There are some screen shots of Shepard running through that level in Cerberus fatigues and some in his light armor set. I think we will get to choose dressing Pro-Alliance Pro-Cerberus or Pro-something else.

I hadn't really thought about it yet but I suppose Shepard probably had to slap on whatever armor was available. Maybe Shepard ditched the jacket when he donned the armor and rolled up his sleeves. I certainly hope he gets his uniform back.

The Alliance government could probably care less if Shepard came to the trial full commando. Humanity can also care less if Shepard saved them naked, considering that the Reapers seem to be doing some huge damage.

I figured the clothing was some sort of flak jacket to protect the defendant in case someone tries to take a shot at him.

I'd like to see Shep and Anderson running and gunning in these, this is what I thought of immediately when Hackett said it.  At least til he gets on the Normandy.  Maybe tack on some medals as well.
