Judging by his role at the end of the game it's somewhat not likely that he is.  Just a hypothesis!

Yeah if this was their first draft the original statement of "no new LIs." makes perfect sense. Hopefully since that statement was changed so was Vega's role.

Not likely that he is what...? An L.I.? 

I don't remember reading ANYTHING about Vega through the entire spoiler bit that wasn't pertaining to the second mission in the game. That's literally all there is there. Unless I missed something?

It doesn't mean he can't be an L.I. though. The problem with Varic is that Hawke runs away from Kirkwall so obviously he gets left behind. The ending to Mass Effect 3 could go in a million directions and it could just as easily include Vega in it. Just because Vega is recounting the end it doesn't automatically mean he's not a part of it.
