I think it's been confirmed on several occasions that he'll be a permanent teammate too.

Besides, BioWare have never announced the guy they kill off early, so why start now?

They also confirmed there would be no new LIs in ME3.  Then they reneged on that.  Besides, the key word was IF.  I never said it was guaranteed to happen.  I'd still LOL if it did.

What would make his character appealing? It would be interesting if Shep met him on Earth in jail, so to speak. Maybe Vega could be a rogue Marine who also happens to be on trial for something else in Seacouver. At any rate, then he wouldn't be that cliche a space marine. Doubt it'll happen like that though.

No, I was cracking a joke about him dying like Jenkins.  It apparently wasn't well-received.

I do think he will presented as an alliance veteran.  I wouldn't even be surprised if he turns out to be an infiltrator rather than the stereotypical soldier.

I don't believe you'll be able to import a dead Shepard.  So the second one.
