Steroids come in many forms. People are terribly missinformed about them and how they function and the side effects they bring. I don't blame them, because our government in the States has a constant need to forcefeed the general population false information to uphold pointless laws created under false moral outrage. I've worked as a personal trainer for several years and know people use different steroids for different purposes and I had to do an immense amount of research on the subject because clients would always bring it up and I was never able to give them a satisfactory answer outside of: "don't do it because it's illegal." That bothered me to no ends, so I decided to read and spend months and months learning about the subject, and you'd be surprised at how much the government lies about it. For example, the government claims that steroids can kill you, but the fact is that there is no conclusive evidence of this. There is not one single written record in medical history of steroids actually killing a person. Of course, it CAN kill you if overdose, but that pretty much applies to any drug. Over the counter drugs like Tylenol can kill you too if you overdose on that. Doesn't make it inherently dangerous. And yes, steroid use has its side effects, there is no question about this, but again all drugs do.
The most ironic part of the legal ban on steroids in America is that it was started as a way to appease the general population and avoid widespread moral panic when it was discovered that athletes were using the substances to get better results in their fields of expertise. The idea of "cheating" was thrown around a lot, and of course, I think it's correct. But for use outside sports the important part was to study the function of the drugs, not to ban them and pretend like they never existed. Either way the funny part is that I can guarantee you that every single major league and olympic athlete in the world is on some form of steroid or another. GUARANTEED! If you can find me one who isn't, I'll eat my hat! The main reason is simple: most of these athletes are under multi-million dollar contracts and a lot of pressure. Now imagine you were in that position and got word that another player on the team was using the substance but you couldn't prove it; you might not think that you'd try it, but if fifteen million dollars were on the line and so was your entire career and future, you'd do it too.
So steroids are kind of like the policy on gays in the military in the U.S. until recently: "don't ask, don't tell."
I could write pages and pages on the subject from people who have actually done scientific studies outside of American law, but I don't wanna' bore anyone.
And as far as affecting your reproductive organs: depends. Some can cause impotence if you don't know what you're doing, and all of them will cause your testicles to shrink temporarily. The last part is because the testicles are the site of testosterone production in the male body, so when your body feels it's being flooded with testosterone it will immediately shut down its own testosterone production as a defense mechanism. But they return to normal once you're off the steroids, which are usually done in "cycles" of weeks and then periods of rest for the same time, etc.

Steriods are typically given to boys who are late in pueberty. Chemistry aside, steriods are basically man-made testosterone. It is the hormone that increases muscle size, voice depth, body hair, pretty much all second-sex charactaristics for men. Abuse of it however can cause the reverse like decreased testicular mass, break outs on the face, and even breast developement.

I don't think the Alliance would let a steroid abuser in lol. People are forgetting that we're living in a future where most people get gene therapy in the womb, along with soldiers.
Human Growth Hormone is given to boys who are late in puberty. It's a little different than the typical steroid. And breast development only happens if your body has a natural affinity for converting testoterone into estrogen, which can be stopped and prevented by using estrogen blockers.
And you'd be surprised of how many "steroid abusers" make into government positions. I've seen plenty of police officers who could not possibly have the bodies they have naturally. Most jobs don't actually test for steroid use when they test you for drug abuse: they test for street/recreational drugs like marijuana, cocaine, etc.
tl;dr version: Vega's body can be achieved naturally, and that's not even with a requirement of genetic enhancement. He's well within the range of average muscle growth for a human male even by our standards of non-genetically engineered people.
