And no it isnt likely he is going to be "gay".
Bioware are NEVER going to have an exclusively homosexual character. Never. Certainly not a grunt type soldier boy like Vega.
He may be the second BISEXUAL male SS option for MaleShepard to balance out the likelihood that FemShep will have two SS options in ME3; as it seems highly likely given Raphael Sbarge's comments that he is recording exclusive SS lines for Kaidan/Male Shep romances that both Kaidan and Ashley will be coming out in ME3.

I might be wrong but I was really certain he was interviewed at comic con saying that he had indeed been recording romance lines for Kaidan and MaleShep.
If that is indeed the case, assuming we arent getting smoke blown up our bums, then it seems likely that Kaidan is going to be bisexual in ME3 and if Kaidan is being made Bi then its fairly safe to assume so will Ashley.
Like I said might be totally wrong; they might be having us on. But I dont think they are.
It would be easier and more cost effective to have Kaidan and Ashley "come out" in ME3 as bisexual and introduce only "new" bisexual character; than it would be to introduce three brand new bisexual characters.
I say three because the whole point of introducing SS in ME3 is to be fairer and more inclusive; so they arent going to introduce one new bi male character and one new bi female character because it would give Lesbian FemShep 2 romance options (3 if you count Kelly and she is in ME3) and only give Gay ManShep one option.
