It's unclear whether given screenshot depicts a situation based on prior choices. That's why my primary argument is Project Overlord. Regardless of what you did there, or even if you
didn't do it at all, it's still a story DLC and is universe-wise canon, setting in stone that Cerberus have at
least made serious attempts at controlling the geth.
And seeing as the Illusive Man has contacts in the Migrant Fleet (LoTSB), re-enacting the whole thing with a few subtle nudges here and there might not have been a problem.
And I don't think heretic geth would paint themselves up, I don't understand why this isn't evidence enough. Cerberus always liked spamming their insignia.
