Is it still in BioWare's plan to have in the game? If so, when can those who are interested examine overall UI and the new skill tree?

The game is also 10 months away from completion, E3 is just the start.  It isn't like once E3 is over you will not see anything of Mass Effect 3 until it is released.  You just need to have a little patience, enjoy what you are seeing now and get ready to see more later.

I wouldn't be surprised if it's similar to the "complex" skill tree from DA2.

And I doubt they're done with the skills yet either.

That would be overkill for ME.  I cannot imagine them creating and play testing that many new distinct powers in time.
