It's because she's a Spectre now instead of a grunt soldier. Speed, agility, stealth, and the ability to blend in with a crowd are probably more important for a Spectre than 50 pounds of battle armor that couldn't even save Jenkins.

Huh Shepard must be a horrible spectre. Seeing as he/she wears 50 pounds of battle armor daily.

Shepard can do combat rolls, high side kicks, can jump big distances, do SWAT turns, vault over cover, etc... and that's with his/her ultra-thick heavy armor.

And "blend in with a crowd"? In the field, Spectres can carry "enough firepower to wipe out a whole platoon" (that's what Kaidan Alenko says). And we've seen six Spectres now, and the only one who seems to be fine with wearing that skimpy, skin-tight spandex suit is (big f***ing surprise) Ashley. The woman who made fun of those types of getups in ME1, and who was still wearing heavy armor in ME2.

Edit: I'd also like to add: Ashley's wearing the Spectre logo on her outfit. Yes. She blends into a crowd by showing off her Spectre status.
