My brother purchased all the DLC on our Xbox, for some reason I can't access the DLC under my Gamertag.  Any way to get this to work?  The DLC usage restrictions say all users on the original console will be able to use it?

Should be the case. But with so little detail it's hard to discern the precise problem you are having with access. For example, some of the story-based dlcs are only unlocked after Horizon, all are available after Freedom's Progress. Not sure of the weapon packs as I don't own any myself, but the Cerberus Network stuff is available near the beginning of the game.
