I redeemed the code on my pc and the new laptop screen showed up, but when I click on "New Content Available" it takes me to my browser into the Bioware page and tries to make me buy the Genesis DLC saying that I don't have enough points to buy. Please help.

What, exactly, is your question?
What you have described is exactly what clicking on "New Content Available" is designed to do.
Also, you might want to consider registering your game on these forums.

I'm just trying to get the free DLC that the Cerberus Network gives. I've looked online for information and it all pointed towards clicking on "New Content Available" in the game.

That happened to me also when I loaded the game last night which I thought was strange. When I clicked new content available from inside the game it took me to the checkout for Genesis dlc. Wouldn't let me go back to see the rest of it. So I just went to http://social.bioware.com/page/me2-dlc and downloaded them.
