Will the Locust SMG "bug" prevent this weapon from porting into ME3?

There is a bug with the Locust Submachine gun, if you have acquired it and start a new playthrough (with the savegame where you have gotten it), it immediately vanishes from the weapons selection menu and you have to reacquire it again to get it back as a weapon option?

Will this happen when you attempt to import your ME2 wartoy arsenal in ME3?

I'm uncertain if it can happen, but if it vanishes in one method of importing, it could vanish in another method of importing.

I hope BioWare are keeping Batarian eyes on this problem, because I will be disappointed if I don't get my Locust SMG to play with.
I wasn't able to use it in the original ME2 due to my class restrictions and it might be fun to try it out in ME3.

Is weapon porting even a feature? First I have heard of it.

Weapon porting is most likely not a feature.

I wouldn't call that a bug, as the Locust was implemented with the Kasumi DLC, so there was probably one reason or another why they couldn't make the Locust work like the Tempest or the Vindicator does. Don't quote me on this, but I doubt weapons will carry over, we'll have to reaquire them once more. Rest assured, I have seen the Locust in one of the demo, so it'll probably be in the final game.

At most the game will check if you have the weapon (Kasumi DLC), and it'll appear on the Normandy.

From what I've heard, it sounds like, if you could obtain the gun in Mass Effect 2, it will almost definitely be in Mass Effect 3. This is regardless of whether you DID obtain it in the second game or not. So, don't worry about it.

There is a declaration that all weapons from ME 2 will be in ME 3 in the thread where there is confirmation of features. If it's portable.. I'm not sure. But then again I believe the game would be too easy if all the strongest weapons were ported.

Well you already start with some powers, which you can upgrade might work the same with your weapons. It doesn't make sense that you'd lose your weapons when the Normandy can fabricate a potentially infinite amount.

And difficulty was never scaled according to weapons.

I don't think the Locust is overpowered.
As far as I'm concerned, this term does not apply in Mass Effect.

Each weapon is designed with a unique and specific functionality to make it stand apart from all the others.
In the case of the Locust, I think it's designed to be a "long range" submachine gun, capable of hitting targets accurately at a greater distance then the others.

And I think there is a qualifier with your armory:
"If you acquired the weapon in ME2, it will be available for you to use in ME3".
So, if you didn't find the weapon or add it to your armory, it's not going to be there.
At least, that's how I'm interpreting it.

And I really hope they don't remove the "unique" weapons from the armory.
The Collector Assault Rifle, Widow Anti-Material Rifle and Geth Pulse Rifle are particular favorites of mine and it won't be the same game without these weapons.

For those that bought the weapon dlcs. Would it be cheap to start with them from the get go?

They do make the game easier, in particular the Mattock is a bit overpowered. It's not so much starting with them though, it's just the overall power.

I believe this is intentional instead of a bug, because the acquisition of the Locust is the only weapon acquisition in ME2 that has a dialogue.

Don't you think it would be strange for Shepard and Kasumi to be both equipped with Locusts already, then marvel at the sight of the Locusts in Hock's Vault? Seriously, this is not a mistake of BioWare's. Instead, it's careful design.

As for it's appearance in ME3, it's practically guaranteed even if you never bought the DLC, like all ME2 weapons. Just check the confirmed features thread.

From my experiences of playing multiple runs of ME 2, I'd say that the Revenant always always was a pretty powerful weapon even on Insanity. It was my go-to gun of all time. I have yet to try the Mattock and even I hear that's pretty OP. When I heard Casey Hudson comment that "weapons are more heavy hitting this time around" I just couldn't help but think that Insanity would still be the same as it was in ME 2, except with more entertaining mobility. I'm not saying that the most powerful weapons like Incisor, Phalanx, Locust, etc will not make it too easy, but I'd still like the beginning to be challenging and consistently increase in difficulty as players progress. I felt that in ME 2, the diffuculty was constant and never did progress in challenge as the storyline progressed so I hope that this time around due to the import of weapons, enemy difficulty will be amped up in a large shot in general.
