The flippant answer: it's a mobility device for elderly Reapers.
The other answer - my impression is that it is an actual reaper, assuming we're talking about the thing seen in the gameplay vid. Hence the ability to get up moments after taking an orbital strike. You may also be thinking of what is supposedly a Cerberus walker, which is an actual vehicle seen in another of the game play vids, and which Shepherd can actually pilot.
