We all know that plenty of party members and NPC's alike from both of the previous installments of the mass effect series will be making a comeback in one form or another, so I ask to hear your thoughts on the matter and who you believe or hope will make said return and in what way?
As a side note I needn't tell you not to mention those we have seen already.
who are you expecting/hoping to return in ME3 and vice versa

I think that's very possible that Legion & Mordin aren't squad mates (I also think I read that a magazine basically said that they are cameos). Mordin and Legion aren't love interests, most people seem to think (erroneously) that Mordin's close to dying, and Legion is recruited so late in the game in ME2 that you really miss out on a lot with him. Also, Mordin (and probably Legion from the looks of it) didn't have a new outfit in the demo that was shown. It's possible that it simply wasn't ready for the demo, though.
Wrex and Jacob are pretty close to outright being confirmed as not squad mates.
There's some indication that Thane is not a squad mate because of that (paraphrasing) "Thane, Zaeed, and the rest are doing stuff in the galaxy" quote from a magazine. Although it's not really solid because of the inclusion of the "rest" (which means other/the rest of the crew).
Jack's redesign seems to imply being a squad mate, but I also may have read somewhere that all major characters are supposed to get a redesign in some way. There's some doubt cast on that as Mordin & Legion didn't seem to have new outfits in the demo, however.

Hopefully, we'll have a smaller squad pool cause in ME2 there was too much overlapping of powers/class. Supposedly the new abilities will allow more customization, but I'd rather see a smaller tightly knit squad then a 12 or more.
I think we may potentially see everyone from ME2, but not all will be full timers. Perhaps some will be like Mordin in the demo - a quest giver or temp squadie like Liara in LotSB.
Ideally I'd like to see something similar to the SM and the Verimere mission where you split the group up and chose who to take with you and who to send off somewhere else. Maybe you can pick up all the squadies, but at some point have to send 3 or 4 of them off to Illos or whever and they're no longer avail to use as a squadie but you keep in contact with them, and give them orders. Who you send and what orders determines their fate shown via cut scenes. If they survive they're avail for the climax.
Casey said something about essential characters coming back. Other then the ones we already know I think it may be the following:
Full Time:
Grunt - this is what's made for - fighting in epic battles. It makes sense he'd be on the front lines. Especially since Shepard is his battle master.
Jack - She's an LI and since this is the third and final game I'd be surprised if they don't include all potential LI's in #3. Plus, since Cerebus is hunting Shepard/working with Reapers she'll be highly motivated to fight along side Shepard.
Tali - Lover her or hate her, she's been there since day one. She's loyal to the cause, a potential LI, and probably critical to the geth/quarian conflict. Also her tech skills may be important in the storyline. If you hate her - she's probably dead anyway.
Miranda - The ice queen is one of the top agents in Cerebus and since Cerebus is after Shepard in #3 the info she has could be essential to dealing with them and possibly defeating TIM/Reapers.
Legion - not only is he a fan fave, he's also an AI. His technology background and the fact that the heretics once were in allaince with Saren/Soverign could play an important role.
Thane - I'm skeptical about his importance. He is dieing and wants to leave the galaxy a better place. He is a potential LI. He might be a perm squad mate, but I wouldn't be upset if he wasn't.
Jacob - I really dislike Jacob. He's a perpetual quiter. But he is a potential LI. He's dead in all my saved games for #3 so it won't make difference anyhow to me.

Here's how I see it besides the people who are confirmed to be back.
Jack- She survived (possibly) one suicide mission already. If she did, she's not the kind of girl to stick around for Shepard's trial, nor is she the one to sign up until h e double hockey stick is right at her door. She does want to live and so it's not impossible for her to return and she may not have an issue with listening to you because she knows you kept her alive. I say, she's a squadmate because after all, who else will take her.
Thane- He's already dying. He'll fight, but he's gonna take that time with his son first before he does anything else. Maybe he and his son will help you on the Citdael, or better yet: Captain Bailey!
Grunt- Unless he's not with the Krogan as a rallying cry (or to pork that nice Krogan Princess) he's your squadmate. He said it himself to that Blood Pack leader Garm (the one after Garrus in his recruitment mission) there is no other Battlemaster like Shepard.... until he meets Wrex!
Samara- She's been righting the wrongs of the world. All she knows now is battle. Until the Reapers come I say she's too busy. Might be a temporary squadmate.
Miranda- If she gave her resignation like Jacob, than possibly working behind the scenes with Alliance or on the run. Except everyone in space would know that booty! Temporary squadmate most likely. If no resignation, working for the part of Cerberus that the Illusive Man is running and not indoctrinated.
Jacob- If he gave his resignation like Miranda, than he rejoined the Alliance. Learned that red tape is sometimes really good as a safety tool because it's better than being a terrorist. If not, same as Miranda.
Kasumi- She's out stealing something. She'd be back to help someone once the Reapers are back.
Zaeed- Unless someone was paying him, he ain't do anything. He's not out to be a big god damn hero unless he's gettin' cash.
Mordin- Too busy dealing with the Genophage. Would be great to have him back to study the Reapers, but he's like Wrex... too busy to the main plot.
Legion- The same as Mordin but with geth and Quarian relations.
