I recall being able to remove runes from items in DAO. Did they change it? If not, how do you remove runes? Thanks.

You can't remove them once they're applied, no. You can overwrite them with a different rune, however.

Maybe he drank a Maker's sigh potion and traded some of his runecrafting ability for an increased vocabulary.
