Seriously, it does look like the Salarian Councilor. It would be so sweet if you could make the Turian Councilor eat his words, several times over. I'll bet the contrary old bird stays behind to get indoctrinated just to spite you though.

Don't know how people can even have a little doubt, that is the Salarian councilor, no doubt about it. If not the councilor, then easily recognizable as a Salarian.

Neither of them believed Shepard truth be told... The salarian council member said that it was most likely someone connected to Saren feeding misinformation, since he probably still had contacts inside the Citadel.
