I wonder if the quests you take effect the other quests, like, if you decide to counter attack the reapers, are those survivors going to diminish? Or just flat out die?

That's Admiral Han'Gerrel Vas Neema. Notice his sash is the same color. It also kind of looks like Admiral Zaal'Loris vas Qwib Qwib, but his sash has a red stripe.

Link's talking about 2 different images... in one, it clearly shows a Salarian aboard the Normandy.
