I feel like it james, the one next to Shepard wearing all black and wearing a helmet to cover his face

Now, this could just mean that the Alternate Appearance Pack isn't just a reskin, but that's kind of nonsensical to me.
Also, pay attention to when he appears. That soldier in the Normandy cargo bay is taking part in an action pretty much right after the start of the game. There wouldn't really have been a lot of time to introduce the character before then. I think it's a bit more likely that we get Vega on Mars.
None of this means it isn't Vega, but that there are perfectly plausible (some might say more likely) explanations.

ME1 is a whole different story. It had customizable armor, so there was no use for unique models in it.
Kaidan's armor in ME3 looks similar to the Alliance Marine armor shown worn by the masked Alliance soldier.
I'm sticking with my theory that it is James and that when we get out of the cut-scene once on board the normandy he takes his mask off, ala Garrus in ME2 (who looked just like your every day Turian beforehand) and he introduces himself.
We still don't 100% know how they are going to deal with Squad armor in ME3 yet. So just because it looks different to his 'Alternate Appearance' pack doesn't mean anything, specially when you consider Miranda's alt appearance outfit in comparison to her normal gear

Well, his name was Sanders originally until a month ago... Sanders (derived from Saunders) is a distinctly British name... unless they also changed his ethnicity alongside his name too (which would make sense.. but who knows... changing a name is less work than remodelling a character.. and his name was only changed to avoid confusion within the existing Mass Effect lore).

Still doesn't convince me. In ME2 Ash and Kaidan were reduced to minor NPCs. (Well, a bit of an exaggeration, but you know what I mean.) While all the actual squad-mates had their own unique models from the start.
