So I recently installed this mod. I followed the recommended install order as was dictated by the mod's author. I keep encountering an error where any joinable npc with a thief dual class is unable to gain thief levels. It is basically locked at the level I encounter them at. Have any of you who have experience using this mod encountered this? Thanks in advance!

sorry - I've used that one a lot and never had that issue. You'd probably get a quicker, more effective response on the forums for the group that does that mod.

I am unsure from your posting if you encountered a bug, or a problem in understanding how dual-classing works. What npc's are you talking about?
If it's Imoen and Nalia you talk about, and didn't change their class, it's the way it's supposed to work: Imoen and Nalia dualed from Thief to Mage. This means they don't get anymore xp for their thief classes, they are locked at the level they where at when they made the switch to mage (long before you encounter them in Amn): all xp for Imoen and Nalia goes to their mage class.
If you encounter this problem with (for instance) mod-npc's Amber or Faren, it is a bug: they are Fighter>Thieves, they dualed not from but to the thief class: they don't advance as a Fighter anymore, only as a thief.
Another possible combination with the thief class applies to non-humans: they can multi-class instead of dual-class (dual-class is reserved to humans): a multi-class character like Jan Jansen (multi-class Mage-Thief) splits his experience equally between both classes and thus advances in both classes half as fast as a single class character would do.
So: dualed to a thief: should advance at normal speed in thief class, if not, try asking at the RR forum.
Dualed from a thief (Nalia, Imoen): their thief skills don't advance anymore.
Multi-class: advances at half speed in both classes.
