What determines this? I know it automatically climbs up to (almost) your own level, so you wouldn't find a companion that is more than a level below you, but that's not what my question is about. My question came up when I just found Leliana again, and she was level 8 this time.
This level 8 surprised me, as my own warden was level 7. I thought to remember Leliana was only level 7 when I found her in a previous playthrough. I still had a save of that older game, and yes, Leliana was level 7 there, while my warden was again level 7, so the situation seemed similar.
I have a feeling this is just a little randomness, and I would be fine with that, but I'm wondering if other players can tell me a bit more about this?

How much exp into the level 7 both times were you, im pretty sure they aren't exactly a level ahead, or maybe its if you are below 50% they are the same level, above 50% they are a level higher? Check it out.

When I met Leliane the second time I had only gathered 261 points of 5000 since becoming level 7.
Actually, just before that I ran into the dog again, then I had only gathered a single point since becoming level 7 and the dog was level 8 also! So the dog was a whole level ahead of me, except for that single point.
Of the previous game I haven't got a save of exactly the same moment, but I do have one where I have 406 points being level 7, and Leliane has 1201 points also being level 7.
Which means that I still must have been level 6 when I met her.
Err... what I'm now thinking is that these companions are supposed to be a level ahead. Alistair, the dog, Leliane and Sten. Except that will never be a full level, because they're always starting with zero experience points, while your warden will already have gathered points towards their level.
So it will normally not be a full level difference, but it can be, or almost.
If this is true, it could have consequences for what you do first in Lothering.
If you're still level 6, but nearly level 7, it would make sense to kill a couple of rogues first before catching up with Sten or Leliane... That can make a whole level difference for them!

Think I misread your first post a bit, characters that join your team after you are always one level ahead of you, no matter what.

I looked through older saves of an older playthrough, and I see I've met Oghren when I was level 13, and he was 13 also.
Met Wynne when level 16, she was 16 also.
Also met Zevran when 16, he was 16.
I didn't finish that game, I don't know if there are more potential companions in the game, there probably will be, but I haven't played the whole game yet - still a bit of a noob, me.
More temporary companions have also been the same level as me when I met them; Daveth and Jori both level 3, and the Tower Guard and Tower Mage from Ishal both level 5. Since they're just in your team for a brief spell their level is not important, but it's still interesting comparison material.
Looking at all these companions' level when joining, I don't see a clear rule yet. I especially remain curious to know why it is that Alistair, the Mabari, Leliana and Sten started a level ahead of my warden, while Oghren, Wynne and Zevran started on par with my warden!

Thats really odd, I have always found Wynne and Zevran (those 2 definitely) a level ahead of me, can't really remember the others 100%, but I thought it was to do with them having to keep up with your level xp wise while not in the party tbh. But no, clearly there is no rule (unless someone can take a look in the toolset?)
