I previously had Mass Effect 2 for the Xbox 360 and downloaded all of the DLC up to Lair of the Shadow Broker, and when I got a new PC, I sold the Xbox version and bought the PC version, and I want to know if I can redownload that DLC, but on the PC.
Can you redownload DLC from Xbox 360 to PC?

No. You used to be able to, but EA changed that when they realised they could rape cgharge us extra for the privilage.
That said, you could try EA support, and if you are lucky you might get a nice support rep who will look the other way and enable it for you.

You can download free promotional DLC on both systems, but any DLC you pay for has to be bought individually for both systems.
