That being said, did we really need Tali as a perma-squaddy again? Her and Garrus will have been in all three games; Garrus I understand returning as he barely spoke in ME2, but Tali's getting kind of excessive, no?
At any rate, my list: Kaidan, Mordin, Legion, Wrex, and Samara would be awesomesauce.

Lots of people seem to value Kasumi, even with her just chiming in commentary on Normandy, no recruitment mission, no interaction with anyone other than Shepard, no point to the main plot (unless you use her as the hacker in SM and not Legion or Tali), and a single mission involving her.
