For some reason I never noticed that Saren and TIM have the same eyes. I am replaying ME1 and in the scene with Nihlus you can see them, same eyes as TIM. Im sure this has been discussed before but it was new to me!
Playing ME1 just noticed the eyes

They're similar but not the same from what I can tell.

It should also be noted that lore-wise blue eyes are a rarity among humans in 2185 due to it being a recessive gene

I heard in my biology class that blue eyes are breeding themselves out of humanity already.

Yeah I noticed that too. I didn't really think it was anything beyond cybernetic augmentation. Saren was a great Spectre in his day but as of Mass Effect he seemed to be relying on implants and enhancements - at least it seems that way since the Council ignore his geth arm.

Didn't you hear?
Everyone's getting cybernetic blue eye transplants... it's what's 'in' right now, at least according to my latest issue of 'Game Villany Weekly'.
Funny, last year it was red eyes... the styles just keep on changing.
