A lot of us didn't kill him, and let him go to save the hostages. We want closure. However, I doubt BioWare will do it.

I want to see the guy that you could of put in command by killing Ballak have a appearance, shouldnt be to hard to get his help
I actually just talked to him for the first time, every other time I opened fire before he could talk and I killed him, let him live though when I did talk to him, good guy;) lol!

Talked to him the first time, let him go. Second time, though, I killed his ass. "A quick slave grab" huh?

One thing to keep in mind, is that it has been stated in many interviews now, that all characters who had an impact with your character(based on your decisions) from ME1 and ME2 will be in ME3 in some fashion. So with that in tow, it still seems probable that we'll get to give Balak the what for that bastard deserves. Hopefully.
As long as they don't pull an ME2 emails system. *shivers*

Ballak should get along with Shep just fine, since they are both terrorists now.
You really need to look up the definition of a terrorist.

Ballak survived the Bahak System incident to join Shepard's squad.
I'm assuming the Normandy still has an airlock.

If he does return then he better either not be killable or kills one of your squadmembers, you had your chance to kill him, you shouldn't be able to have your cake and eat it too
No. It's called un-finished business.

The save game editor for ME2 has a check mark for the Bring Down The Sky DLC... So it does in fact carry over. How big of a deal it is, we'll have to see.
I think it's only carried over if you let Balak go. If you kill him/capture him nothing seems to carry over unfortunately.

You hear a news report about the hostages that died in that case.
Not exactly a whirlwind of exciting consequences, but it's there.
