At 0:20, thousands of ships in Earth orbit for preparation of what?
Breaking down this point, obviously the Alliance is aware of something which leads to speculation. I'm sure Shepard's trial/hearing is big news on Earth, as is the destruction of a Batarian system. So is the Alliance in preparation of an attack from the Batarians? It can also be speculated that the Alliance knows of the destruction of all Batarian systems, and they are preparing. However, they do not want this to be public knowledge, in case of fear and panic.
At 0:35, where is the supposed 1000 fleets in Earth's orbit? What happened? What that just a tactic to keep the public calm? Were they obliterated before the Reaper invasion? Something happened, something caused the Alliance fleet to not be in orbit.

News states that the fleets remains retreated. Also, that was thousands of ships, not fleets.
