I've just "investigated" the seven suns building in SW area of baldurs gate like Scar said to do. I've gone downstairs and talked to Jhasso and have the journal entry for that, have exited the building and Laola Axehand says to go see him before "causing anymore trouble", but when I return to the Flaming Fist castle, Scar is gone. All I can see inside are Dilos, Fergus and the random Flaming Fist guy by the stairwell. I've looked upstairs (just Duke Eltan up there) and downstairs (another random Flaming fist guy)

I've a feeling this is bugged, but if I'm making a dumb mistake please tell me what.

(btw, if the only way I can make him re-appear is by using the console to spawn him again, please tell me how)

If you talked to Elhan and accepted his quest to investigate the Iron Throne, Scar is gone for good.

Console command: CLUAConsole:CreateCreature("SCAR")

I myself made the mistake once of thinking he isn't there, by searching in the hall, next to Dilos etc., but after completing the Seven Sun's quest, he will be standing in the hallway, only a yard or so from the doors to the street. He can be easily overlooked (but it could be you already looked there and your game is indeed bugged, I can't tell from here).

Console command didn't work unfortunately. It spawns him in his first "state" as on the bridge when you first meet him, so you can't finish the quest - you just get the first conversation with him.

Thankfully I had a save that wasn't too far back, so I did all the stuff I'd done again in an hour or so. Oh well. It was that guy by the stairs that says "This way, good sir - over here!" as if to usher you up the stairs. Lesson learnt, then. Don't talk to Eltan till you're done with Scar.

 Okay, so this happened to me too, but I found a partial solution. If you go into the Flaming Fist Barracks and spawn Scar he'll talk to you and then walk out the front door, but will reappear for just a fraction of a second in the hallway. During that time you're able to turn in the doppleganger quest, but only the doppleganger quest. You can pick up the sewers quest from him, but I can't figure out how to turn it in. Maybe  he also shows up wherever it is that you're supposed to turn that quest in, but I haven't seen him anywhere else. I'll have to check Duke Eltan's room.

You rock for posting this, I was having this problem of taking tthe Duke's quest too early too. The 'split second' thing work for me.

Furthermore, right there during this super-short window, I was able to turn in BOTH the dopplegager and the Ogre magi quest; all I had to do was kill the Ogre Magi and fetch the ring and the body prior to doing the console trick to get him to show up. Then I was able to turn in + accept Ogre + turn in Ogre+ring+corpse in a single dialogue worth about 8k xp and very nearly as much gold.
