Cerberus is a human dominance organization, but if that is true, then where are they? I mean that in a mission objective sense, not in a physical sense. I think that Cerberus has activated their failsafe plan. With the Reaper invasion pending and human colonies vanishing, it would make sense for Cerberus to have a contingency fall back plan in case they failed to stop the collectors.
 
In the event that the Reaper invasion cannot be stopped, humanity must survive. The Prothean research team on Ilos proved that if one is careful, you can escape the notice of the Reapers. Further, Cerberus knows why the team did not survive to continue their species. With that information firmly grasped and with the billions of credits pouring into Cerberus' coffers, they would be stupid to not plan for that eventuality.
 
I submit that part of the reason for bringing Shepard back was cloning research that occurred simultaneously and in parallel in order to facilitate the failsafe. Genetic material stored in deep freeze and used to supplement and diversify the surviving genetic code combined with a thousand or so survivors and supplemented by cloning, could form the seed for the continuation of the species.
 
Species have survived near extinctions in the past, including man. The only thing that saved the species was that there was a sufficient number of individuals to procreate. Unfortunately, a large enough number of individuals would also require food, water, shelter, and other necessaries for perhaps 500 to 700 years before the Reaper fleet retreated. A small number of individuals would be far easier to maintain and with cloning supplying the raw numbers at a later date and stored genetic material supplying the diversification of the gene pool, the species could survive. In fact, one could conceivably use only a hundred or so individuals in order to supply the base specimens for such a plan.
 
The only thing left is where would you locate this program? It would most certainly have to be hidden and not somewhere that would be subject to accidental discovery. One possibility is a rogue planet in interstellar space. As with the heretic base, there really is no reason to explore these areas with the mass relay system. Where once, such planets would have been considered for rest stops for star ships en route to their distant neighbors, they are now just so much debris.
 
That's what I think Cerberus is up to. They have never abandoned their mission or their objective despite their attempts to kill Cmdr. Shepard. When humanity emerges from their slumber, both the species and Cerberus will have survived and humanity will be the dominant species in the galaxy by default. Mission accomplished.

Yes, stop the Collectors and foil the Reaper invasion. The invasion is here and the defeat of the Reapers is unlikely. Therefore Plan B, survive.

You know if people do survive, then they will have 4000 years to rule Citadel as a dominant race and research new weapons to kick reapers ass next time. Can also warn newcomer races of reapers existence in general.

But the question is why didn't ANY species survive in all of these cycle years? Reapers looked in every dark corner?

Well, maybe it's not as simple as that. But it does seem the reapers are interested in humanity specifically, not other species. I think it's possible that Cerberus is just riding on the situation, perhaps even having a trump card against the reapers, but waiting untill the other species are wiped out before using it.

Or plan B is to assist the reapers in exchange for their survival. I dunno, hibernation just doesnt seem like a TIM move.

Just a thought: The mystery of Armistan Banes hasn't been solved since ME1.

Armistan Banes is a doctor engaged in secret research for the Alliance. He was found dead on a freighter by the Alliance. A squad of Marines were sent to his last known location to investigate. They fell into a trap, following a distress beacon right into a Thresher Maw nest.

In one of the side quests of ME1, Shepard learns that "Banes" is behind an attempted blackmail. The blackmail victim says she knows a Banes -- Armistan Banes.

When Shepard asks Anderson about Banes, Anderson throws a fit, asking "Where did you hear that name?-- No, wait, I don't want to know. Banes is dead." When Shep persists, Anderson tells him to go ask the commander of the wiped-out Marine unit, Adm. Kohoku (sp?).

The Admiral finds out that the trap for the Marines was set by Cerberus. He also winds up dead. Shep finds his body at a Cerberus base.

Now this all may mean nothing. This loose end may be just a plot thread that's simply been dropped. But note that nothing -- nothing, and people have looked -- was mentioned about Banes anywhere in ME2.

This isn't "proof" of the "resurrection" theory at all, and it's hardly even evidence. Somebody needed to mention it, though, in this context.

Essentially it was a fluke that created this possibility. The records for the Ilos colony were destroyed and the Protheans hid to avoid being killed. If not for that, there would have been no warning and Shep would be just a flat footed as the rest of us when the Reapers show up.

But the fact that the Protheans did survive and put a crimp in the invasion gave the galaxy a chance and Cerberus an idea and that became their Plan B.

Thompson Family - You may be on to something there. I had forgotten about Banes. He was a medical doctor and may have been involved in either the revival project or consulting on the fall back plan or both. In either case, he could not be allowed to be captured or compromised.

While the Marines killed by the thresher maw probably knew something that they shouldn't, Admiral Kohoku definitely did, and that is why he had to die. As the old saying goes, nobody keeps a secret like a dead man.
