I imagine if you didn't recruit them, you either won't hear/see of them or if do it'll be the former and just be a news report.

DLC is considered canon. Developers confirmed this. ME3 will assumed you did the DLC and use the neutral choice.

Yes.

They still exist in the galaxy even if you don't recruit them.

The only thing they've confirmed that I recall is that Liara will be Shadow Broker but it will be handled differently if you didn't do it?

I thought they were talking about Lair of the Shadow Broker and Arrival, do you have a link where they say all DLC happens no matter if you complete it or not? I think it will treat it as if it didn't happen like ME2 did with the ME1 DLC

Yes, they will be your canon anyway if you got them and if not I bet they make some sort of appearence anyway. I bet Zaeed somehow gets Jesse fixed and he is shooting at a reaper lol

Not downloading the mission can simply mean you run into them and they won't recognize you. Or just not show up at all.

But I'm confident Zaeed and Kasumi are still in the galaxy either way.

Probably the same as if you didnt recruit Garrus in ME1, but could take him in ME2. Slight dialogue changes would all that would be noticeable.

You've got to realize that Zaeed emphasizes he's only working for Shep because he's getting creds from Cerberus. I don't have Kasumi downloaded, but it might be safe to assume that she is on the same boat as Zaeed. (correct me if I'm wrong please) All this meaning that they're dispensable when it comes to the main story. I doubt we'll see Zaeed or Kasumi in ME3.

bioware already said Zaeed and Kasumi are in ME3.

I remember Bioware confirming Zaeed to make an appearance but I never specifically heard them say Kasumi would return, where/when did they say this?

The Devs said EVERY important character/squadmate would return in some shape or form in ME3. And at one of the Q&A with casey(I think it was the last one, with the old republic guy as well) someone asked about ME2 DLC affecting ME3; Casey said that Zaeed and Kasumi would return and if we did all the DLC, our decisions would transfer and even if it was canon(meaning ME3 assumes it happens for everyone) we would just get more Dialogue. So Kasumi will definitely be back.

For Zaeed we have the Vido/save the workers decision, which may play into how mercs are dealt with in ME3 (especially if they go the route of 'gather the Terminus Systems into your fleet just like another faction').

For Kasumi we have the greybox keep/give/destroy decision, which may play into how to defeat the Reapers in some way.

So yes, they could very well be important. Or not. Depends what Bioware is up to.

If i import ME2 save without meeting Zaeed or Kasumi, on ME3 the game will assume that I've finished Zaeed and Kasumi DLC(regardless of outcome), dialog change? i still received message from them? they will make cameo appreance?

If so ME3 is friendly to a very new beginner then, If not then Zaeed and Kasumi isn't exist to people who haven't play their DLC before.
