Can anyone give a good reason why there are so many mages outside of the circle? and its the sameway in both games.
Do templars only take child from poor families who show signs of magic?
In Dao we encounter mages in Cousland orgin, recuiting Shale, on the road to Orzammer, in Denerim, In Orzammer, Brecilian forest. Connar Redcliffe. the um of sacred ashes,
In Da 2, Birthright, prime suspect, enemies among us, Repentance, and so on
Too many mages..

Well in all fairness Connar had only recently learned of his magic abilities and his mother was hiding that from everyone, and I believe some of the mages are clearly noted as being from tevinter, where they're allowed to do almost whatever they want, or as being very recent escapees from the circle. But I will admit you have a point there about the large amount of non-tevinter, non-plot related mages in the games.

There are many who have hid themselves from the chantry's sight. It isn't unheard of. All over Thedas there are magic users. The most respected members of the Chasind, Avvar and in Rivain are magic users. The shaman and seers. It's not unheard of. Many who show magic are reported by their family or by neighbors. But not all are caught. Many find ways to hide it. It's even theoretical that many you fight and kill were working for others. For example the mages for the crows are from another country and a group like that would kill anyone that would hunt their mages. Mercenary mages is like the premise we deal with before Act 1. By siding with the smugglers or the mercs you are protected by a group and kept out of the Order's sight by the group. "It's not the first time."

Well some mages get a permission to live outside of the circle if their on some kind of an important job or quest, mages might be allowed to live at an arling and serve the arl like at couslands or the Eamons house. In Brecillian forest the mages are mostly apostates so ya their illegal. Allot of mages are aopstates cuz they just dont want to be a part of circle. Crime groups will employ mages and protect them from templars because they are very useful and they will eventually become friends and protect them. In DA2 yes there is just lots of apostates.

Also as Davillo points out there is at least 4 cases that mages of the Circle were allowed to leave not including Anders.
Wynne is allowed to leave on at least 2 occasions. Once for the Warden and second to find Ines.
Ines was allowed to leave to study plants.
Finn is allowed to leave to search for an artifact that pertains to something he was a scholar of.
Wilhelm was a hero mage apparently and allowed to be outside the circle for his own studies.
None of them were apostates. None of them were completely removed from the Circle. Just trusted to be on their own.
