Squad Disruptor ices synthetics the fastest, easily. On anything lower than Insanity, they die almost instantly. On synthetics it basically guarantees a stun or stagger, plus a weapon overheat (which Inferno can't).

For pure cc purposes, Disruptor can be subbed with Cryo, but in a strictly optimal sense, it's the best to use against mechs.
