I'm inclined to agree, my favorite JRPGs are Strategy RPGs like Tactics Ogre and FFT. Loved the gameplay, but the storytelling was great and far superior to the average RPG (Japanese or otherwise). Then again, I'd consider those games classics and their wRPG equivalents would be the Fallouts and Planescape: Torments of the world, not Origins and certainly not Dragon Age 2. Though I don't know if you want to make the point about stagnation using Tactics Ogre. It came out in the 90s, remember?
Matsuno is easily the best JRPG writer...he did the first Ogre Battle, Tactics Ogre, FF Tactics, Vagrant Story, and worked on FFXII before Square Enix screwed him over. So strong was his setting of the Ogre Battle series that Ogre Battle 64 had an excellent story as well even though he didn't write it (I say better than the first Ogre Battle). I also think the excellent narrative in Suikoden II was inspired by Matsuno.
The Mother series writer is the only writer that comes close to Matsuno in the writing department and MOTHER 3 is THE best JRPG since 2000.
